African Risk Capacity Limited (ARC Ltd.), the specialized financial and parametric insurance underwriting arm of the African Risk Capacity (ARC) Group, has officially named David Maslo as its Chief Executive Officer. This announcement follows a highly successful interim leadership period during which Maslo spearheaded transformative changes within the organization.

A New Era of Leadership for African Risk Resilience

Strategic Leadership Amidst Company Transformation

David Maslo's journey to permanent CEO began in June 2025 when he was appointed Interim CEO of ARC Ltd. This transition came after a distinguished tenure as Chief Risk Management Officer at the Caribbean Catastrophe Risk Insurance Facility Segregated Portfolio Company (CCRIF SPC). Under his interim guidance, ARC Ltd. experienced its most robust financial year to date, achieving unprecedented premium earnings.

Expanding Offerings and Global Expertise

During his interim leadership, Maslo not only enhanced the company's financial standing but also diversified its product portfolio. Notably, ARC Ltd. expanded its multi-peril insurance solutions to include sovereign flood coverage and successfully launched its innovative Re-Takaful facility. Maslo brings over two decades of senior leadership experience across African and global insurance markets. His expertise spans climate and disaster risk financing in both Africa and the Caribbean, underscored by a strong history in institutional restructuring, strategic expansion, and pioneering risk-financing solutions.

Commitment to Africa's Resilience and Development

Cecilia Akintomide, Chairperson of the Board of Directors of ARC Ltd., expressed strong confidence in Maslo's appointment. She highlighted ARC's clear mission: to bridge Africa's protection gap, broaden its reach to more nations and communities, and embed resilience as a continental reality. Akintomide believes that Maslo's leadership will propel ARC Ltd. in scaling inventive risk-financing solutions and fortifying Africa's capacity to withstand climate-related, health, and other major catastrophic events, thereby supporting the continent's broader sustainable development objectives.

Vision for a Stronger, More Agile ARC Ltd.

In response to his appointment, David Maslo conveyed his honor in leading African Risk Capacity Ltd. during this pivotal period for Africa's economic advancement. He emphasized ARC's crucial role in empowering African governments and their partners to anticipate, finance, and effectively respond to disasters before they escalate into humanitarian crises. Maslo articulated his eagerness to collaborate with the African Union, development partners, shareholders, and the ARC team to fulfill ARC's mandate, support African nations, and push forward the company's transformation strategy. This includes expanding innovative risk-financing solutions and bolstering resilience across the continent.

Deepening Trust and Expanding Protection

Maslo further elaborated on his strategic focus, stating that the organization will prioritize building a more robust, adaptable, and impactful ARC Ltd. Key initiatives will involve deepening stakeholder trust, broadening access to protection mechanisms, fostering new partnerships, and ensuring that African countries are better equipped for future risks. Under Maslo's permanent leadership, ARC Ltd. is committed to accelerating its transformation and solidifying its position as a reliable development partner, offering crucial insurance and risk financing solutions to governments and eligible entities.
