Successful Bond Sales Boost Oregon's Infrastructure and Sustainability Initiatives

Amidst unprecedented market fluctuations, the Oregon State Treasury has successfully executed two significant bond sales, raising a total of $1.48 billion. These transactions were designed to support various statewide projects, including affordable housing, educational facility upgrades, pollution control measures, and agricultural programs. Treasurer Elizabeth Steiner highlighted the robust investor interest in these bonds, underscoring Oregon's fiscal strength and effective debt management strategies. The success of these sales is attributed to meticulous planning by the Treasury’s Debt Management team, which ensured optimal timing and secured favorable financing terms despite challenging economic conditions.

The first transaction involved the issuance of $925 million in General Obligation Bonds, incorporating Sustainability Bonds verified by Kestrel, an accredited verifier from the Climate Bonds Initiative. This sale will fund around 20 initiatives across 12 state agencies, focusing on critical areas such as affordable housing and capital improvements for public institutions. Among the highlights, $301 million allocated through Sustainability Bonds will address housing needs while meeting green building standards and promoting energy efficiency.

In addition, later in the week, the Treasury issued $555 million in Lottery Revenue Bonds, earmarked for approximately 34 projects spanning nine state agencies. These funds will enhance community facilities, support infrastructure modernization, and contribute to seismic upgrades for transportation systems. Notably, the issuance included a refunding component of $250 million, expected to generate savings of $11.2 million, thus enhancing capacity for future investments.

Treasurer Steiner emphasized that the proceeds from these sales will significantly bolster Oregon's efforts in improving quality of life, advancing education, expanding affordable housing options, and reinforcing statewide infrastructure. These developments reflect Oregon's dedication to fostering resilient communities and ensuring the welfare of its residents.

Through these strategic financial maneuvers, Oregon positions itself as a leader in sustainable development and prudent fiscal management, paving the way for long-term prosperity and resilience in the face of economic uncertainty.
