This strategic move, finalized during the June 1 renewals, provides the insurer with substantial coverage, specifically targeting catastrophic events in Florida and other regions across the United States. This comprehensive reinsurance strategy integrates various financial instruments, including a substantial per-occurrence XoL tower and existing catastrophe bond protections. Enhanced Catastrophe Coverage for Regional Risks

Progressive's recently renewed per-occurrence property catastrophe excess-of-loss reinsurance program establishes a robust financial shield, providing $2.19 billion in coverage for initial events impacting Florida and $1.85 billion for first events occurring in other states. This renewed capacity, secured during the June 1 renewals, is comparable in scale to the coverage obtained in mid-2025, which stood at approximately $2.2 billion. The program is strategically designed to integrate with existing financial safeguards, including $400 million in outstanding Bonanza Re catastrophe bond protection, which forms a crucial component of Progressive's broader 2026 reinsurance framework.

Further enhancing its protective measures, Progressive also secured an additional $125 million in aggregate catastrophe reinsurance through its Bonanza Re Ltd. (Series 2025-1) catastrophe bond, issued in December 2025. This complements two existing tranches from the 2024 Bonanza Re Ltd. (Series 2024-1) issuance, further fortifying its catastrophe bond portfolio. The overall structure, inclusive of coverage from the Florida Hurricane Catastrophe Fund (FHCF), ensures a comprehensive defense against substantial losses. The per-occurrence reinsurance carries a retention of $300 million for losses outside Florida and $75 million for Florida-specific events, emphasizing a tailored approach to regional risk management. Second and subsequent event coverage varies based on the nature and extent of losses within the annual risk period, with some tower layers incorporating obligatory reinstatement of coverage.

Strategic Layering of Reinsurance and Cat Bonds

Progressive's updated reinsurance strategy incorporates a sophisticated layering of traditional excess-of-loss coverage with innovative catastrophe bond instruments. The renewed per-occurrence XoL tower, combined with additional catastrophe bond protection and participation in the Florida Hurricane Catastrophe Fund (FHCF), now offers $2.19 billion for a primary event in Florida and $1.85 billion for a primary event elsewhere, including the shared limit protection acquired earlier this year. This multi-faceted approach ensures comprehensive protection against a wide array of catastrophic risks.

A dedicated Florida-only XoL layer provides $225 million in coverage, triggering after a $75 million retention threshold and subsequent to FHCF coverage, which itself contributes $112.6 million beyond a $71.7 million retention. The per-occurrence XoL tower includes $275 million of Bonanza Re catastrophe bond coverage from the 2024 issuance. Additionally, the $125 million catastrophe bond protection from the Bonanza Re 2025 issuance is allocated to Progressive's aggregate XoL reinsurance tower. This aggregate tower, as previously reported after the January renewals, provides $300 million in limit for 2026, attaching at losses exceeding $550 million, with qualifying events designated by PCS, thereby underscoring the precise and structured nature of Progressive's risk transfer mechanisms.
