The journey for the Aurora-INL powerhouse at the Idaho National Laboratory outlines a meticulously planned sequence of events. Construction on this pivotal project commenced in September 2025. Initially, Oklo projected commercial operations to begin in late 2027 or early 2028. However, recent company filings have refined this outlook to an "ambitious target of deploying our first powerhouse in 2028," subtly shifting the timeline. This deployment path benefits from an expedited Department of Energy (DOE) authorization process, rather than the more lengthy Nuclear Regulatory Commission (NRC) route. The DOE pathway involves five distinct regulatory steps for nuclear facility operation, of which Oklo has successfully completed two: the Nuclear Safety Design Agreement and the Preliminary Documented Safety Analysis. The remaining three steps are crucial and must be navigated before operational readiness.

A critical component for the Aurora-INL plant is its fuel supply. The initial core will depend on a five-metric-ton allocation of high-assay low-enriched uranium (HALEU) from government reserves, which Oklo must further fabricate into usable fuel at a new facility in Idaho. Looking ahead, commercial HALEU supplies from Centrus Energy, intended for subsequent powerhouses, are not anticipated until 2029. This later supply is earmarked for a planned Ohio campus, where Meta Platforms has committed to supporting up to 1.2 gigawatts of development, even pre-funding fuel acquisition. This highlights a robust demand for Oklo's power, particularly from energy-intensive sectors like AI data centers. However, the first plant's dependence on a specific government allocation underscores the unique logistical challenges for its initial rollout. The sequence of construction, regulatory approvals, fuel processing, loading, and start-up testing must all conclude before any electricity can be sold, making 2028 the earliest realistic target for revenue generation.

While commercial power generation is projected for 2028, Oklo is not expected to remain entirely without revenue until then. The company's isotope business is poised to provide an earlier revenue stream. Management has indicated that initial revenue from this segment is more likely to originate from the NRC-licensed Idaho Radiochemistry Laboratory in early 2027, rather than from the Groves test reactor. Groves, meanwhile, is slated to dedicate the next year or so to ramping up its capacity for producing research and development quantities of isotopes. Therefore, Oklo's stated business progression involves services first, followed by isotope sales in 2027, and subsequently, power generation. This sequence suggests that power revenue will not prematurely arrive ahead of schedule.

Oklo's financial standing appears robust enough to support these timelines, with approximately $3 billion in cash and marketable securities as of June. Projections for 2026 include an operating cash utilization of $120 million to $150 million, alongside $400 million to $500 million in capital expenditures for property and equipment, indicating sufficient funding to reach its 2028 objectives. Achieving commercial operation by 2028 would represent a significant accomplishment for Oklo and the nuclear industry at large. Completing a nuclear power plant from groundbreaking to commercial operation in roughly three years would be an unprecedented pace in recent decades. The prediction of a 2028 start for commercial power revenue is not a pessimistic outlook but a realistic assessment based on the company's own ambitious yet detailed schedule. Investors should anticipate 2026 and 2027 to be marked by developmental milestones and the growth of isotope sales, with the much-anticipated power revenue materializing in 2028, provided the current targets hold.
