Catastrophe Bond Market Set for Sustained Growth Through 2026

The catastrophe bond (cat bond) market has firmly established itself as a vital instrument for reinsurance and risk transfer. As the base of sponsoring entities broadens and the appeal of risk-adjusted returns for investors in insurance-linked securities (ILS) remains high, Moody's Ratings foresees a continuation of robust activity within the ILS sector well into 2026.

In a recent analysis, Moody's, leveraging extensive data, painted a clear picture of a thriving cat bond market. This market is not only expanding but also demonstrates a growing alignment with the evolving needs of its sponsors. The analysis indicates that the notable trend of increased cat bond issuance, which has been observed recently, is poised to persist.

Moody's emphasized that the cat bond market is currently experiencing significant expansion throughout 2025. This surge is primarily fueled by a strong demand from sponsors seeking additional risk transfer capacity, alongside continued investor interest due to the attractive risk-adjusted returns offered by the sector. As of late August 2025, cat bond issuance had already reached approximately $18.4 billion for the year, encompassing 87 transactions. This figure surpasses the previous annual record of $17.7 billion set in 2024. Given that four months remain in 2025, and considering that issuances in the final four months of 2024 accounted for about $5 billion, total issuance for 2025 is expected to exceed $20 billion.

Despite some softening in property catastrophe reinsurance pricing for remote risk layers during recent renewals, the pricing within the cat bond market remains appealing on a risk-adjusted basis. Consequently, the cat bond market is anticipated to maintain its upward trajectory as sponsors increasingly integrate cat bonds into their risk management frameworks, complementing traditional reinsurance. Investors, in turn, are poised to benefit from these strong returns. Investor appetite for cat bond returns remains robust, and this asset class consistently outperforms many traditional benchmarks.

While overall returns have adjusted in line with softer reinsurance pricing, the risk-adjusted returns of catastrophe bonds continue to be highly attractive when compared to historical periods. The record issuance observed this year suggests that the current market dynamics are likely to endure. The rise in issuance reflects heightened demand for property catastrophe reinsurance, elevated reinsurance prices, and favorable returns for alternative capital investors. These conditions are expected to spur further expansion in the cat bond market in 2026, supported by approximately $14 billion in maturities projected over the next four quarters, providing a solid foundation for new issuances.

The record-breaking issuance volume for catastrophe bonds this year signifies both increased reinsurance demand and the widespread acceptance of cat bonds as a mainstream risk transfer solution. The cat bond market continually adapts to the diverse requirements of sponsors, as evidenced by the expanding coverage, including a notable increase in wildfire-exposed cat bonds in 2025. Furthermore, the evolving sponsor base, although still largely concentrated in the U.S., shows growing adoption by smaller carriers and a broader spectrum of companies. The future activity of the cat bond market will be influenced by various factors, including reinsurance pricing, the competitive landscape between ILS and traditional capacity, the incidence of loss events, and the broader macroeconomic environment. Nevertheless, the stage is set for another active period, and with substantial maturities on the horizon, the cat bond market is expected to continue offering attractive terms for sponsors while maintaining the necessary discipline to safeguard investor interests.
