Artex Axcell Re Issues New Japanese Cat Bond Lite Series

A recent development in the financial markets has seen an affiliate of Artex Risk Solutions unveil a fresh private catastrophe bond offering. This new instrument, identified as Artex Axcell Re (Series FE0002), is structured as a cat bond lite, carrying an approximate value of $4 million. Notably, its denomination in Japanese Yen indicates a probable focus on covering risks originating from Japan, suggesting this could be a continuation or renewal of a prior similar arrangement.

This latest private catastrophe bond has been brought to market via the Artex Axcell Re (Bermuda) Limited platform. This facility, managed by Artex Risk Solutions, has a history of facilitating private insurance-linked securities (ILS) transactions, encompassing various forms from collateralized reinsurance to specialized private cat bonds.

In late 2024, reports emerged regarding a predecessor transaction, the Artex Axcell Re (Series FE0001), also valued at approximately $4 million. Given its JPY 600 million denomination, it was widely presumed to address natural catastrophe risks within Japan. The new Series FE0002 mirrors this nominal value of JPY 600 million, translating to over $4 million in U.S. dollar terms at present.

Under its ILS Note Program II, Artex Axcell Re (Bermuda) Limited has issued these JPY 600 million Series FE0002 notes. The maturity date for these notes is set for April 28, 2026, aligning their coverage period with typical Japanese reinsurance agreements. The previous FE0001 issuance matured on April 28, 2025, reinforcing the likelihood that the new issuance serves as a renewal for the original Japanese sponsor.

The decision to denominate these private cat bond notes in Japanese Yen strongly implies their purpose is to provide coverage for Japanese perils, most likely property catastrophe exposures, for an unspecified Japanese entity. These JPY 600 million Series FE0002 private cat bond notes, issued by Artex Axcell Re, have been strategically placed with qualified institutional investors and are now officially listed on the Bermuda Stock Exchange (BSX).

Typically, private ILS or cat bond lite arrangements cater to specific risk transfer needs. They can enable a re/insurer or other entity to access capital market capacity, with the risks often taken on by a single ILS fund or a select group of investors. Alternatively, they might facilitate inter-fund ILS transactions for hedging purposes or transform specialized risk transfer mechanisms, such as industry-loss warranties (ILWs), into a cat bond-compatible format. Considering the Japanese Yen denomination of this latest private cat bond, it is plausible that a Japanese cedant is leveraging the capital markets for reinsurance, with the Artex Axcell Re structure serving as the key facilitator.

This new issuance signifies the continuous evolution and adaptability of the insurance-linked securities market, particularly in providing tailored risk transfer solutions for specific regional exposures.
