Apple has unveiled a comprehensive update to its App Store policies within the European Union, a move designed to streamline its fee structure and provide greater flexibility for developers. These revisions signal a proactive approach by Apple to align with EU regulations and address ongoing discussions regarding competition and developer autonomy.

Streamlined Commission Structure for EU Apps

Apple has introduced a more straightforward commission model for applications operating within the European Union. This new framework replaces the previous per-install Core Technology Fee with a flat 5% commission for digital transactions occurring in apps distributed outside the official App Store or directly via the web. This change aims to simplify the financial commitments for developers opting for alternative distribution channels.

Adjusted In-App Purchase Fees and Payment Options

Under the updated terms, Apple's standard in-app purchase fees will be set at 26%, a reduction from its traditional 30% rate. Furthermore, many developers will continue to benefit from a reduced 15% fee through various initiatives, including the App Store Small Business Program, Mini Apps Partner Program, and Video Partner Program, as well as for auto-renewing subscriptions after the first year. For apps utilizing alternative payment processing, a 20% commission will apply, dropping to 10% for those enrolled in special programs. Developers will be required to commit to their chosen payment method for a 12-month period, encompassing Apple's in-app purchases, external payment solutions, or a hybrid approach.

Enhanced Flexibility for External Links and Parental Controls

The revised policies also grant developers the ability to incorporate external links within their applications, with specific safeguards in place. Notably, apps categorized for children will be exempt from this provision to ensure user safety. Additionally, users under the age of 18 will require parental consent to complete purchases made outside the App Store, reinforcing protections for younger audiences.

Loosened Requirements for Alternative App Marketplaces

A significant aspect of the new rules involves making it easier for developers to establish and operate alternative app stores. The previous stringent requirements, which demanded substantial financial backing or a proven track record of over 1 million annual installs in the EU for at least two years within Apple's Developer Program, have been relaxed. Now, developers have additional avenues to demonstrate financial stability, including public company status, comprehensive financial audits, or qualifying venture capital funding, thereby promoting a more diverse and competitive app ecosystem.
